Strategic cooperation agreement signed between ChemChina and Gansu provincial government

The China National Chemical Corporation (ChemChina) and the Gansu provincial government signed a strategic cooperation framework agreement in Beijing on July 7. Lu Hao, Secretary of the Gansu Provincial CPC Committee and Director of the Gansu Provincial Standing Committee of National People’s Congress, was present at the signing ceremony. Fen Jianshen, a member of the Gansu Provincial Standing Committee of the National People’s Congress and Vice Governor of Gansu provincial government, Vice Governor Shi Jun and officials from related provincial and municipal departments also participated in the ceremony. Ren Jianxin, president and CPC secretary of ChemChina attended the ceremony with officials from ChemChina and BlueStar.

The agreement is a key step to implement the essential points of the National Conference on Western Development, to strengthen the cooperation between local governments and central enterprises, to better develop ChemChina’s subordinate enterprises in Gansu province, and to promote the development of Gansu’s economy. The two parties will cooperate in fields such as industrial restructuring projects, recycling economic development, and research and development. According to the framework agreement, the Gansu provincial government will support ChemChina to launch a series of major projects, including petrochemical materials, POM engineering plastics, and polycrystalline silicon projects in the BlueStar Lanzhou New Materials Park. ChemChina will speed up the construction of projects such as special fibers and metallic silicon projects, raising its total investment to 50 billion yuan within five years, actively taking part in the planning for Gansu’s petrochemical industry, and forging ahead to advance technologies and develop a recycling economy. The Gansu provincial government will provide favorable conditions and environment for ChemChina in terms of construction land for projects, environmental assessment, raw materials, and the price of electricity.

Lu Hao, the Party Secretary of Gansu province, said that ChemChina and BlueStar have many branch companies in Gansu, which contribute a lot to the local economy. The Gansu provincial government and ChemChina signed a strategic cooperation framework to deepen cooperation between the two sides. All relevant departments in Gansu province should try their best to improve their efficiency, optimize the investment environment, and actively help solve ChemChina’s problem in business development and investment projects.

The president of ChemChina, Ren Jianxin, expressed that ChemChina and BlueStar thank the Gansu provincial government very much for its long-term support and care. Over the past several years, the BlueStar Lanzhou New Materials Park has built the world’s largest production base of chemical silicon metal and conducted a project with an annual output of 200,000 tons of methanol. In addition, the world’s third-largest specialty fiber base will be put into operation soon. The next ten years’ strategic deployment of western development by State Council will provide ChemChina with opportunities for further development and investment. ChemChina will continue to expand and deepen its cooperation with the local government to contribute to the development of the local economy.
