When the Haohua Honghe Chemical Co officially opened its chief technician system, it appointed Zhao Chunmeng, a caustic soda plant technician, and Wang Huajian, from the fine chemical plant, as chief technicians. The company’s general manager, Xie Xueduan, presented the letters of appointment, on Aug 7. The two chief technicians will have a salary increase to the level of chief engineer, and will be playing a bigger role in the company.
As is the case with most State-owned enterprises, Haohua Honghe faces a brain drain, with some of its technicians and skilled workers quitting because they felt their work was not appropriately recognized or because of offers from other companies. To try to stop this hemorrhaging, Haohua Honghe came up with the chief technician idea and immediately began selecting the first group, in May 2011. It did its best to apply a fair, open approach in selecting the candidates, and set up an appraisal committee.
In that first round of selections, the production plants and branch companies recommended nine chemical plant operators and five locksmiths. Then, on July 26, there was a test of the workers’ knowledge, and, on Aug 16, a skills test. The top two candidates from each category were selected and their names submitted to the appraisal committee for a final decision.
And, at the end of this lengthy and serious evaluation process, Zhao Chunmeng and Wang Huajian were the winners, and were appointed chief technicians.
